KARACHI, April 26, 2025 – Pakistan’s Directorate General of Customs Valuation has rolled out updated customs valuations for 187 Apple iPhone models, including the newly released iPhone 16 series, under Valuation Ruling 1909 of 2025. The revision aims to align import duties with current global market trends and address the outdated pricing framework that had been in place for over a year.
The decision was prompted by requests from the Collectorate of Customs (Airport) in Islamabad and various importers who highlighted the need to incorporate the iPhone 16 lineup and adjust valuations for older models, many of which have reached their End of Life (EOL) status. Customs officials noted that the previous valuations no longer reflected international pricing, necessitating a comprehensive overhaul.
To establish the new customs values, the Directorate conducted an in-depth analysis of 90 days’ worth of import data, alongside market trends and pricing discrepancies. This process adhered to Sections 25 and 25A of the Customs Act, 1969. Multiple consultations were held with stakeholders, including importers, who advocated for the inclusion of the iPhone 16 variants and depreciation allowances for older models like the iPhone 15, 14, 13, 12, and 11 series.
“Importers emphasized the importance of updating valuations to reflect the latest iPhone models while factoring in depreciation for older devices,” a customs official stated. Stakeholders were also required to submit import documents to support their claims, ensuring transparency in the valuation process.
The finalized customs values, outlined in a detailed five-page Annexure-I, cover 187 iPhone models and serve as the benchmark for calculating import duties and taxes. These changes are expected to impact the pricing of iPhones in Pakistan, particularly for grey-market and personally imported devices, as duties now better reflect global market realities.
The updated ruling is seen as a step toward fairer tax assessments and greater transparency in Pakistan’s mobile phone import system. Importers and consumers alike are advised to review the new valuations in Annexure-I to understand the revised duty structure for iPhone imports.
